Dario Amodei's 'Pace the Frontier' Plan: Altman and Musk Just Agreed to Slow Down AI

On September 12, 2026, Anthropic CEO Dario Amodei published 'We Must Pace the Frontier,' an essay calling on AI companies to deliberately slow the pace of capability improvement — and proposing a three-step plan: embedded third-party evaluators with employee-level access, industry-wide safety coordination among democratic nations' labs, and global coordination between democratic and authoritarian governments. Anthropic unilaterally committed to step one. Within hours, Sam Altman agreed — 'I agree with Dario that we need to pace the frontier' — and committed OpenAI to independent evaluators with employee-like access. Elon Musk posted 'Dario is right.' Two days after researchers quit warning of extinction risk, the CEOs themselves called for a slowdown.

Anthropic Threat Report: Claude Was Used for Weapons, Spying, and Bioweapon Research

On September 10, 2026, Anthropic published a threat intelligence report disclosing that actors used Claude for weapons development, cyber espionage, surveillance, fraud, and propaganda — and that it blocked five case studies of usage that could have supported biological weapons development. Cases include a China-based actor building electronic-warfare and air-defense suppression software, a Russia-linked cyber espionage campaign, and an Iranian propaganda institution. Google disclosed the same week that an actor tried to get Gemini to produce a step-by-step guide for synthesizing weaponized biological agents. Frontier AI misuse is no longer hypothetical — it's documented, attributed, and recurring.

AI Researchers Quit, Warn of Extinction: The Slowdown Movement Goes Mainstream

Anthropic researcher Jacob Coxon quit on September 9, accusing Anthropic and OpenAI of 'gambling with our lives.' He said those building AI believe it could 'kill us all by the end of the decade.' Anthropic alignment lead Evan Hubinger responded: he expects a more than 10% chance of that happening. OpenAI researcher Jasmine Wang: 'It's hard to overstate how dangerous speeding towards recursive self-improvement is.' 1,400+ researchers signed an open letter in July urging the US government to 'deliberately pace the frontier.' OpenAI chief scientist Jakub Pachocki has a 'strong expectation' that progress could sustain into recursive self-improvement. Both OpenAI and Anthropic are racing toward IPOs. The slowdown movement has gone mainstream — and business leaders need to pay attention.

OpenAI Asks Congress for Mandatory AI Safety Rules: The 'Reverse Federalism' Play

On September 10, 2026, OpenAI published a proposal asking Congress to legislate mandatory, capability-based national AI safety regulation before it adjourns. The ask: common testing protocols, independent assessment, stronger cybersecurity requirements, incident-reporting rules, mandatory misalignment monitoring, prompt written notice when models circumvent security controls, and pre-deployment evaluation gates. OpenAI backed four California bills (Newsom signed two on Tuesday). The approach: 'reverse federalism' — states build a de facto national baseline that Congress codifies later. The architecture is broadly the EU AI Act. OpenAI is asking to be legally obliged to report the category of problem it has just been having.

China's Industrial-Scale AI Distillation: The NSA/FBI/CISA Report Every AI Leader Needs to Read

A joint NSA, FBI, and CISA report alleges that China's leading AI developers — DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI — systematically extracted proprietary capabilities from US AI models (Claude, GPT, Gemini, Grok) through industrial-scale knowledge distillation campaigns since late 2024. Billions of tokens across millions of exchanges. The Chinese government is 'likely' aware. This is not a cybersecurity story — it's an IP extraction story that changes how every AI leader thinks about model deployment, API access, and competitive moats.

Microsoft Project Opal: Copilot Moves From Assisting to Owning Entire Tasks Over Days

On September 7, 2026, Satya Nadella announced new AI models coming to Copilot powered by Project Opal. Copilot moves from assisting with work to taking ownership of and completing entire tasks that unfold over hours or days. Project Opal executes repetitive, manual tasks in Microsoft 365 in a secure, observable environment. Currently early access via Microsoft 365 Frontier program. This is the shift from AI as assistant to AI as operator — and it changes how organizations think about productivity, oversight, and risk.
